[Oneway][Part 6] Encoding layers and http use CallOneway
All encoding layers implement CallOneway, which in turn call CallOneway on the appropriate OnewayOutbound given by the channel. Thrift code generation template now supports oneway calls. Additionally, a roundtrip test is added using HTTP.
