utils: use print statements in get_record_by id
* Using logging module apparently causes application to hang on CERN machines when reindexing.
* Also revert previous changes to get_metadata_by_alternative_id in views, since duplicate records don't seem to be the source of problems with allocating the wrong record ID to an Inspire ID for the records which had duplicates in the past.
