Upgrade to version 1.3 of the :thrift package (#45)

This includes a number of small improvements in addition to better
Elixir 1.3 compatibility.

This also move us to the Hex-based version of the package. This is a
much smaller download because it doesn't include the entire Apache
Thrift distribution as a nested submodule.
