Added support for CSS/JS in Admin from Project

Added feeble support for custom CSS/JS in Admin using Mustache templates.

Simple duplicate ‘charcoal/admin/template/inc.head.extra.mustache’ (or ‘inc.foot.extra.mustache’) into your project’s views directory to inject what you need into the <head> or before the final output of JS near the </body>.
