Trigger refactoring as a prerequisite for re-wiring prompts through to frontend. (#443)

Refactor start triggers as phases that normally come with plugs.

Since most start triggers are going to be based on grabbing a serial from
a piece of hardware or prompting the operator, we need to do the start
trigger *after* certain plugs are set up, and start triggers should come with
plugs.

  * Refactor start trigger mechanism such that start triggers are in plugs.
  * Make start triggers normal test phases.
  * Fix an apparent docstring typo on the def of @plug.
  * Make test.execute() return a boolean representing PASS/FAIL.
  * Shuffle test execution logic a bit to instantiate trigger plugs earlier.
  * Continue work to plumb through prompts (as plugs) to frontend.
