Removed controlling the settings cache with an evar

after all, this drove up complexity, and wasn't thought out to the end.
Even though tests seemingly affect each other, they don't really do.
And even though yaml will be used less that way, it's definitely used
in travis which has a clean setup each time.

Thus, it can be considered safe to do.
