Hypothesis tests for the PRF (#96)

* Hypothesis tests for the prf.

These tests do not run under tox, because they can take a very long
time, and also because they store local state.  They're run if
hypothesis is installed in the current environment.

* Hypothesis tests now appear in the documentation.

* add missing required module head

* wip commit for hypothesis reorganization

* Hypothesis PRF tests: everything passes.

Hypothesis tests are skipped by default.  Pass --run-hypothesis to run
them.

Hypothesis doesn't support Python 3.3 so the tests are skipped there.
The tests as they standar are also slow, so the data generation speed
health check is disabled.

* Report code coverage to coveralls for each Travis environment

* Skip data size health check in an attempt to make the Hypothesis tests
less flaky.

* A better name for the settings decorator

* No need to pin hypothesis version (thanks, @ashfall!)

* Remove curly brackets from environment list.
