Set SSL verification options in RPM install test

At least one test in Pulp Smash asks a client to add an RPM repository
provided by Pulp and install a package from that repository. By default,
RPM communicates securely with its repositories. This is correct
behaviour in most cases.

Disable this SSL verification if Pulp is known to be insecurely
configured, as indicated by the Pulp Smash configuration file's "verify"
option.
