Enforce request body limits in the auth server (#7046)

Enforce body limits in the auth server

Direct embedders bypass the runner and therefore miss its request-body limit. Enforce the limit in the auth server itself so all deployment paths receive the same protection.

Extract HTTP-only limiting from the runner integration to keep the auth server independent of runner middleware. Install the limit on the chi router so route introspection remains available, and cover direct and mounted routing as well as oversized requests.
