chore(#595): Hold back tsup, TypeScript, ajv, pnpm and Node.js majors in Renovate (#610)

- tsup 9 and pnpm 11 do not run on Node.js 18, where the test-node-versions job builds and installs the workspace. Keep them until #595.
- TypeScript 6 breaks the dts build of tsup 8 (TS5101 on baseUrl), and TypeScript 7 has no compiler JS API for tsup and typescript-eslint.
- @boundaries/config validates rule options with ajv 6, as ESLint does.
- Keep development Node.js and @types/node on v24 until #595 changes the test-node-versions matrix, which already covers Node.js 26.
