Add Notifications: timed messages for a footer or status line (#1572)

* Add Notifications: timed messages for a footer or status line

A flow widget listing messages, oldest first, each dismissed after its
timeout or by hand.

- notify() returns a Notification handle; dismiss() and clear() remove the
  pending alarm, so a dismissed message leaves nothing on the loop.
- Alarms go to the loop= given, otherwise to get_running_loop() at notify().
- max_count evicts the oldest (1 makes a status line); default text shows
  while empty, and an empty widget without one takes no rows.
- Colours per Severity through severity_attr, as Edit.validation_attr.
- "change" is sent once per operation, after the widget reached its state.
- Edit and Notifications share _attr_map_dicts in attr_map.py.
- examples/notifications.py shows the widget as a Frame footer.
