fix(mongodb-runner): allow the host option for config servers

Config servers were excluded from the `host` option by PR #620 (DRIVERS-3335) after sharded driver
test builds timed out when the config server replica set advertised `localhost`. The failure was
never diagnosed and I could not reproduceit. Sharded clusters whose config servers advertise `localhost`
work. `mongos` connects through the advertised configdb hosts, `addShard`/`listShards` succeed, and
writes work. This was verified with 8.0.

This change removes the exclusion so all servers honor the requested host, and adds a
sharded-cluster regression test covering host advertisement and routing.
