fix(IcuTrans): decode numeric entities above U+FFFF (#1940)

Numeric entities were decoded with String.fromCharCode, which keeps only
the low 16 bits of the code point. Emoji and other characters above
U+FFFF written as entities rendered as a different character: with
"Hello &#x1F44B; <0>friend</0>" IcuTrans rendered U+F44B, a private-use
glyph, instead of the waving hand.

They are now decoded with String.fromCodePoint. Entities above U+10FFFF,
which fromCodePoint rejects, now stay as written, as unknown named
entities do, instead of becoming U+0000.
