Adding a lint tox environment.

Also:

- Adding this environment to the Travis config
- Moving build_docs into scripts/ dir and adding a new script
  for running pycodestyle on the codebase
- Adding git_root() and get_checked_in_files() to the actual
  codebase to be used in the pycodestyle script (to make sure
  we only check files that are checked into the codebase)

Worth noting: git_root() and get_checked_in_files() have unit tests
that actually call out to `git` if it is installed.
