msgs: reject values that do not fit in their field

The encoding masked the value of an unsigned integer field and of a
bit of a bitfield to the size of the field. A value out of range was
sent silently as another value, e.g. channel 16 as channel 0 or a DCMI
power limit of 70000 W as 4464 W.

Raise an EncodingError if a value is negative or does not fit in its
field.
