settings: stop declaring branch protection

`required_linear_history: false` and `restrictions: apps: ["mergify"]`
exist to let Mergify merge. The same block declares
`required_status_checks` with no contexts, and `main` does not look like
this file.

The Settings app syncs on edit, not continuously, so the next unrelated
edit would apply it and leave main unprotected.
