* Add an opt-in release channel for the next major version

A persistent vN branch now produces vN nightlies, and release-N.Y branches
produce its RCs and GAs. Only the stable major (STABLE_MAJOR in the release
workflows, 1 today) becomes GitHub's latest release and updates the astro
Homebrew formula, winget and the curl installer. Every major also publishes
an astro@<major> formula, so people can opt in with brew install
astronomer/tap/astro@2.

The upgrade notice now only compares versions within the running major, so
v1 users are not told to move to v2. Nightly tags, changelog bases and
nightly cleanup are scoped per major.

* Keep new majors out of Homebrew for now

Drop the astro@<major> formula and skip the astro@<version> formula
for any major other than STABLE_MAJOR, so a v2 release publishes
nothing to the tap. v2 installs through install.sh only.

* Fetch the Homebrew token only for the stable major

A v2 GA skips every Homebrew upload, so it has no use for the token,
and the astro-cli-homebrew trust policy may not allow release-2.Y refs.
