[fits] Stability improvements for FastFit:
- ill-conditioned covariance matrices are avoided by rescaling observables with vastly different numerical variances
- using np.linalg.slogdet for the log determinant required in the log PDF of the multivariate Gaussian to avoid
division by zero with ill-conditioned covariance matrices
- make_measurement now by default computes the experimental covariance with 1000 steps (used to be 100 but is cheap
to increase)
