Major refactor of how error reports are handled

Adding much more information to the actual report (eg, platform, software version, etc)
Reducing the number of arguments required by error_report()
    - Put all the tool, function, and version information directly in the trace_back string in send_traceback()
Modify the server-side report handler to work off of buddy_resources.py and handle the new input
Also switching back to sending reports to buddysuite@gmail.com, instead of the nih address
