[TASK] Change `CacheManager` fetching way

The `CacheManager`, mainly used in the `CacheService` is now fetched with the
 `Core` class, resulting in a really more flexible approach for the tests
 of this service.

 It is also a first step to allow external unit tests to create configuration
  objects that use the cache service (they currently can't).
