Introduce Flask blueprints & refactor corresponding code

* Add first blueprint "cloud_status" that has subpages
** Cloud overview
** API availability
** API health

* Layout page for cloud status that has submenu

* Submenu css sytles

* API Health page was refactored
** health.js was removed controller code was embeded to page
** angular-d3.js was introduced it will contain all d3 directives
   like <d3-line-chart>
** angular directive for d3 line chart was generalized now
   you specify the name of variable in scope that should be used
   as data source instead of hardcoded value.

* Fixed name of entry point (now ceagle runs site)
