Commit Message

[GRPC - prerequisite] Surface ServiceProcedures through the Registry API (#348)

Summary: By default, the transport registry did not surface what
configuration had been set, and what possible Service-Procedure
combinations were available.  With gRPC incoming, we need access to this
information so we can properly set up the routes that gRPC will listen
to before we get the traffic in YARPC.

Test Plan: Wrote a test specifically around the ServiceProcedures
function
