fix: correct effect package documentation examples (#244)

- rewrite the package doc: C carries the dependencies, context.Context
  the request scope; do notation via F.Pipe instead of method chaining;
  compiling Tap, Local, Provide, Retrying and final examples
- Local example: only the value type parameter is given
- Provide / RunSync examples: Provide[A](deps), type parameters in
  signature order, dependencies instead of "context"
- Retrying example: result.IsLeft[string] as the check
