Share PHP caches across Nix CI jobs

Per-target Nix store snapshots evicted each other and forced repeated PHP builds. Prepare one runtime and header cache per host platform, then restore it without saving duplicate copies in the build matrix.

Derive cache keys from PHP dependencies and collect unused build tools before saving, so ordinary source and workflow edits can reuse the cached runtimes.
