chore: adopt the todo/ drop box from shared agent config

A person drops a file into todo/, points an agent at it, and the agent files
it where it belongs or deletes it; the resting state is empty. Bootstrap seeds
todo/README.md and pairs `todo/*` with `!todo/README.md`. The directory form
of the pattern cannot be used, because git will not re-include a file whose
parent directory is excluded, so the README would be dropped and the folder
would disappear from a fresh clone.
