Commit Message

Clarify `gem install` should not require `sudo`

While this is common knowledge among most Ruby developers, it is not
intuitive for beginners. Since Overcommit is now becoming a tool used by
many beginners, we should clarify this point to alleviate potential
confusion (without writing an entire documentation section on the
subject since it's out of scope).
