Scaffold the Rails application (#1) (#3)

Please note that this is being merged into the master branch. 
* Add user stories

* Scaffold new rails app

* Install development gems

* Install Rspec

* Clean up spec helpers and add shoulda-matchers

* Configure generators in config/application.rb

* Install cucumber

* Generate schema file and db create

* Set up coveralls testing environment

* Add coveralls.wear! to spec_helper

* Remove coverage files from version control

* Remove ActionCable from project

* Remove comments from environment file, refs to Action Cable

* Remove comments in .travis file

* Add back in accidentally deleted bits of database.yml

* Add PR template
