Add i18n of the strings in Javascript

This uses the approach suggested in:

  https://docs.djangoproject.com/en/1.7/topics/i18n/translation/#internationalization-in-javascript-code

This may be quite poor in terms of performance, since, as mentioned here:

  https://docs.djangoproject.com/en/1.7/topics/i18n/translation/#note-on-performance

... the javascript_catagog view generates the catalog from .mo files for
every request.  We've had good success with django-statici18n in other
projects, so I would be in favour of switching to that in subsequent
work.
