* docs: document ActiveDeadlineSeconds option

The docstring described batch/v1 Job semantics rather than TrainJob's:
the deadline runs from creation time, not start time, and the field is
immutable, so there is no timer reset on resume from suspension. It also
omitted that the value overrides the Runtime default.

Add the option to the options.rst API reference so it renders in the
published docs alongside the other options.
