feat(web): iMessage-style voice recording with live waveform (#2385)

Render a live mic-level waveform inside the composer while recording (red
bars + a 5:00 countdown timer + Cancel/Stop controls) instead of a bare
red button. Recording limit is 5 minutes and auto-stops + transcribes when
reached, so the mic no longer sits red while silently truncating audio.

Also fixes the chunked base64 encoder (per-chunk btoa emitted mid-string
'=' padding that the daemon rejected as invalid base64) and shares the
audio byte cap (VOICE_MAX_AUDIO_BYTES) between the web recorder and the
daemon so the two cannot drift. Adds an AnalyserNode tap on the mic graph
to drive the meter via requestAnimationFrame.
