fix(ci): pin npm to v11 in release workflow (#1097)

npm 12 dropped support for Node 20 (requires ^22.22.2 || ^24.15.0 ||
>=26.0.0), so 'npm install -g npm@latest' now fails on the Node 20
runner pinned by .nvmrc. Pin to npm@11, which supports Node 20 and
still provides trusted publishing (added in npm 11.5.1).
