style: let Symfony's convention win where StyleCI deviates

Three of the four rules taken from the hosted check's diff turned out to go
against the current @Symfony preset rather than merely differing from what was
configured here: it drops the blank line between the class and function import
groups, puts parentheses on anonymous classes, and indents a comment before a
`} elseif` with the block above rather than with the chain.

php-cs-fixer is back on @Symfony's own defaults for all three, and .styleci.yml
switches them off so the hosted check follows too. Verified against the preset
rather than assumed.

phpdoc_to_comment stays: it is @Symfony's own, with allow_before_return_statement
false there as well, so the hosted check was agreeing with the convention on
that one and not contradicting it.
