ci: create all-success job for status checks

all-success is a job which fails if any job in the workflow failed.
(Excluding the finish job for coveralls, that I don't care about.)  This
is useful for status checks in [branch protection rules] to avoid the
need to explicitly list all (matrix) jobs to require all jobs to
