docs(persistence): correct the justification for the strict identity decodes

The comment argued the strict id/name/cwd/sessions decodes against the wrong counterfactual: the
alternative to a strict cwd is not losing one session, it is throwing and losing every session in
every workspace. The option it rejected is strictly less destructive than the one it keeps, so a
reader would take the line as a settled floor rather than the unclosed gap it is. States the real
trade-off and that neither alternative has been picked.
