Remove iommufd-device-plugin operand from HCO (#4468)

With VEP-266 integrating IOMMUFD into virt-handler natively in
KubeVirt v1.9.0, the standalone iommufd-device-plugin DaemonSet
deployed by HCO is no longer needed.

Remove the DaemonSet, ServiceAccount, and SCC handlers along with
their unit tests, constants, image env vars, build tooling flags,
CSV/deployment manifest entries, and functional tests.

Add upgradePatches.json entries to clean up the three orphaned
resources (DaemonSet, ServiceAccount, SCC) when upgrading from
versions that deployed them (>=1.18.0 <1.19.0).

The AIE webhook operand is unchanged.
