Commit Message

[change] Allowed cascade deletions in `ReadOnlyAdmin`

`ReadOnlyAdmin.has_delete_permission` previously returned False
unconditionally, which blocked cascade deletions from parent
models (like Organization).

Added `openwisp_utils.admin.BlockDeleteAllowCascadeMixin`
to allow reusability of this logic in other OpenWISP modules.
