resolve #3 - deprecate legacy_args

now the dist is complete will remove this to simplify the code,
tests, doc, etc - need to do the equivalent in Mojo::P::OAuth2Server

bump VERSION and Changes for (eventual) CPAN release scheduled for
a couple of weeks from now
