[change] Make SNMP backends NetJSON DeviceMonitoring compliant #2 #64 #65

Updated SNMP backends (AirOS and OpenWRT) to be compliant with the
NetJSON DeviceMonitoring specification. This includes changes to the
`to_dict` and `to_json` methods to correctly format collected data. Also
addressed a `KeyError` when calling `to_dict` and improved the
efficiency of OID collection. Documentation for the SNMP backend has
been updated to reflect these changes.
