docs: add CHANGELOG.md

0.0.4 carries a breaking change — `$derive.type` no longer accepts `float`,
`bool` or `auto` — and three fixes for bugs that failed in the unsafe
direction, publishing records a `$filter` was meant to withhold. None of that
is discoverable from a tag list, so there needs to be somewhere to read it
before upgrading.

Follows Keep a Changelog. The preamble states outright that `0.0.x` releases
carry no compatibility guarantees under Cargo's rules, since a breaking change
in a patch release is otherwise surprising, and breaking changes are called out
under Changed rather than buried.

0.0.1 through 0.0.3 are filled in retroactively from the tag ranges. Entries
say what changed for a user rather than restating commit subjects: the ordering
bug records that `gte`/`lte` matched everything, not merely that comparison was
wrong.

PR #10 lands under 0.0.4, not 0.0.3 — it merged on 29 July, a day after the
v0.0.3 tag and release.

The file ships with the crate; `exclude` in Cargo.toml does not cover it.
