Support subdomain hierarchy checking in blocklist

- Update BlockList.IsBlocked to iteratively check parent subdomains up to the registrable apex domain (EffectiveTLDPlusOne).
- This ensures subdomains (e.g. 8.lox.legalendowmad.com) are correctly blocked when an ancestor domain (e.g. lox.legalendowmad.com) is present on the blocklist.
- Add TestBlocklist_SubdomainHierarchy unit tests covering various subdomain depths.
