fix: cap bb_mdns batch size on no-PSRAM smoke boards via shared fragment (#1160)

introduce examples/smoke/sdkconfig.defaults.no-psram holding
CONFIG_BB_MDNS_BATCH_MAX=4 for the six no-PSRAM smoke envs (esp32,
esp32-autofan, esp32-boot-progress, esp32-boot-status,
esp32-cache-sweep, esp32c3); the Kconfig default of 16 sizes the
dispatch ring and scratch item for SPIRAM, which on no-PSRAM boards
comes out of internal heap instead (HW-confirmed on bench-esp32,
c9a8e829). elecrow-p4-hmi7 and tdongle set CONFIG_SPIRAM=y and are
unaffected. Follows the TaipanMiner sdkconfig/no-psram fragment
convention: listed first in SDKCONFIG_DEFAULTS so board-specific
files still win on overlap.
