Update agent documentation to ensure branching off develop, not main (#5290)

* AGENTS.md: document that develop, not main, is the base branch

main is a stale release snapshot (currently hundreds of commits behind
develop, predating the pyproject.toml dependency migration, Django v6,
and Postgres 18 upgrades). An agent branching from a stale local main
can silently drag that whole gap into a PR diff, making unrelated
files look deleted/changed. Document how to verify the real default
branch and do a minimal-diff check after pushing.
