test: host-test wifi_patch_handler's scratch-acquire fail-closed branch (#1157)

extract the acquire-or-500 insertion point (B1-1287) into a portable
bb_wifi_http_patch_acquire_scratch() so B1-1285's fail-closed branch runs
for real on host (bb_data_scratch_acquire + bb_http_serialize_send_error),
matching bb_storage_http_routes.c/bb_system_routes.c's existing
scratch-acquire-failure coverage. wifi_patch_handler's own call sequence is
unchanged. 202 success path stays untested (out of scope, hardware-only).
