chore: drop dead no-IP reconnect predicate and unposted FSM event (#1136)

- remove wifi_reconn_should_reconnect_no_ip() (zero production callers;
  the no-IP zombie case is already covered by the CONNECTING watchdog)
- remove the unused EV_STA_CONNECTED FSM event and its no-op SAME row
  (no production poster, no action)
- comment the WIFI_EVENT_STA_CONNECTED handler in bb_wifi.c to record
  why it deliberately never posts into the reconnect FSM
- drop the now-dead tests and their RUN_TEST registrations
- re-baseline two coverage markers in wifi_reconn_policy.c whose line
  numbers shifted from the deletion (same pre-existing gaps, not new)
