Rebuild prompt on bulk AI transcription create/retry for stale records (#5747)

BulkCreate's status_new branch and BulkRetry only flipped status back to
processing, reusing whatever model/prompt was stored on the record at
creation time. For field-based collections, records created before the
field-based prompt fix (#5738) landed have the plain-text transcription
prompt baked in, so retrying them keeps failing with the wrong prompt
instead of picking up the field-based one.
