Assert tracking response shape instead of DHL's sandbox package count

Both tracking tests asserted response.packages.length === 0, which encodes how much data
DHL's sandbox happens to hold for a fixture id rather than anything this SDK guarantees.
DHL has since populated V4-TEST-1586965592482, so getTrackingByPackageId now returns one
package and the assertion fails with 1 !== 0.

Assert that packages is an array instead. That still proves the call succeeded and the
body was parsed into the documented shape, without breaking every time DHL adds or removes
sandbox data. Applied to the getTrackingByTrackingId test as well — it carries the
identical assertion and only passes today because that tracking number has not been
populated yet.
