Add build, formatting scripts, and engine specifications to package.json (#415)

Configure package scripts, reorganize dependencies, and specify engines version limits, while adding a verification step to CI workflow.

- Add package scripts:
  - Add "build" and "watch" scripts executing `config/assets.js` for asset bundling.
  - Add "format" and "format:check" scripts executing Prettier on JS assets and configuration files.
- Reorganize dependencies:
  - Move build-time and development-specific tools (`esbuild`, `esbuild-plugin-vue3`, `hanami-assets`, and `prettier`) from "dependencies" to "devDependencies" to separate runtime and development concerns.
- Specify engine requirements:
  - Define minimum Node.js version to `>=24.0.0` and Yarn version constraint to `^1.22.0`.
- Verify environment in CircleCI:
  - Add a check in CI dependency installation phase to output preinstalled Node.js and Yarn versions for diagnostics.
