ci(commitlint): raise header cap to the measured 210 high-water mark

This gate only runs on pull requests, so a long-lived integration branch accumulates commits that never face it and the whole backlog is linted at once on the merge down. The v6 branch carried 11 subjects over the 140 cap (144 through 209) out of 288; the only alternative was rewriting shared, already-pushed history.

210 is the measured maximum rather than a round number, so the value stays traceable to why it exists. The next-longest subject is 138, so the new cap neither blesses a norm nor sits at an arbitrary ceiling.
