build(release): rebuild with the changelog step restored

First full release build to complete every stage since better_git_changelog 1.6.21 landed -- stage 7 (changelog) is the step that failed the previous two runs. All 11 stages green, 11,907 tests, size_chart conserving.

Only build stamps and the regenerated changelog differ from the previous commit; build_time moves every run by design.
