fix: avoid using formatAndMount from kubernetes mount utils

This commit avoids using FormatAndMount from kubernetes mount-utils
and got replaced with following changes:
- Check existance of filesystem through blkid, fsck and wipefs with specific no-op options
- If filesystem exist then run fsck and perform mount it.
- If filesystem doesn't exist read from secondary superblock and fail if fs signature already exist
Note: Remove the force option while performing format.
